92-96 Murray Riding Lawnmower HELP!?

I replaced the belt that is around the rear end and crankshaft and some other little pulley that is attached to a rotating bracket that a spring connects to and operates the clutch/brake. The pulleys are as follows:
Front of lawn mower

( ) < Cranshaft pulley
O < Rotating pulley with spring attached
( ) < Rear end

Rear of lawn mower

Everytime you crank the engine the belt does not stay on the pulleys but it's the same belt that was originally on it. Maybe I don't have the spring on right. Can anyone point me in the right direction on what might could be done to get this thing up and running!

Is it the drive belt or the blade belt.First check that there is no side play in the jack shafts.The tensioner gos on the flat(outside) of the belt and in the drive pulley must have the clutch/brake pedal depressed to be put on.If its the blade belt the blade must be disengaged to put on.
